My name is Mike Boomer and I am a humanitarian and development professional who has been working in the sector since 2008. Being based in the field throughout the Latin America and the Caribbean region (LAC) and Africa. I have specialized knowledge of migration and displacement and conflict / post-conflict settings, particularly in locations that face chronic insecurity and instability. I have experience in a variety of sectors and language skills to match that I hope to apply to your evaluations, assessment, and programme development and design needs.

Working in the humanitarian and development sector since 2008, I have held roles throughout LAC and Africa in various non-governmental organizations (NGOs). I have held a variety of roles from launching grassroots programmes at the hand-on field level, to Head of Mission in complex contexts of chronic instability. Evaluations
I take a customized approach to each evaluation. Proficient with both quantitative and qualitative data collection, the mixed methodology uses a participatory approach to data collection. Collection methods including survey, focus group discussions, key informant interviews, observation and literature review. Special attention is given to ensure that the voice of the most vulnerable groups are well represented.
Most donors currently require external evaluation at the end of projects. I have experience working with most major donors: BPRM, USAID/OFDA/FFD, European Commission, ECHO, World Food Program DFID, UNDP Core Humanitarian Fund, Cooperation Suisse, Irish Aid, BMZ, IOM, Global Affairs Canada, World Bank, NORAD, Norwegian MFA, and various private foundations. I will objectively measure results and focus on lessons learned making recommendations to inform your next round of funding and programme design.
Proactive strategies for coordinated monitoring and evaluation data to be used for evaluations are becoming more common place. I can design you M&E strategy, develop your digital data gathering strategy, setup up your equipment, and train your team. Alternatively, as an external consultant, I can take charge of your baseline, mid-line and end-line studies to strengthen the validity of your evaluation and work alongside your team to build their future capacity.
Assessments
Assessments are an essential part of implementing successful programmes. I have more than a decade of experience contextualizing programmes to fit challenging contexts. Whether is is a rapid assessment for an emergency crisis and you need an equally fast assessment, or part of a long-term development project, I can help. We engage stakeholders at all levels and have experience with almost every major donor. The challenge is to assess the needs of the community in a participatory way, ensuring that the voices of the most vulnerable are heard, while at the same time understanding the vision and goals of the organization. Assessments are the building blocks to strong results. I can work independently, do feasibility studies prior to launching a mission, or work together with your team, to build their capacity and leverage your organizations knowledge and experience in the area.
Programme Design
I have significant expertise in programme design, having written proposals and designed projects in almost any sector that humanitarian and development work exists. A key focus is understanding community needs, organizational directives, and donor requirements. I make sure to provide you a programme design that will be able to navigate the challenges of what beneficiaries define as needs, and what donors are willing to fund.
